Dinesat 10 installation package comes bundled with SQL Server Express 2008 R2 (SP2), which Microsoft says is not supported with Windows 10. Microsoft state only SQL Server Express 2012 (SP2) and later is fully supported.

You are right, SQL Server 2008 R2 is not fully supported on Windows 10. This means the SQL Server team will not be releasing any security updates or patches if they find any specific issues related to SQL Server 2008 R2. By the way, MS SQL Server 2008 R2 installation is not blocked when you install Dinesat 10 over Windows 10.
If you are using MS SQL Server 2008 R2 just for Dinesat 10 on Windows 10, you can go ahead, everything is working with those versions.

If you want to upgrade your machine, I recomend to update to Dinesat 11 too. Dinesat 11 installer uses MS SQL Server 2014 SP2 on Windows 10.
Why doesn't Dinesat 10 come with a newer SQL version if Dinesat 10 is supported on Windows 10?

Please keep on mind that Dinesat 10 support status is extended since 6 Nov 2017. No major upgrades will be done to Dinesat 10 since that date, just bug fixes.
Are later versions of SQL Server Express supported by Dinesat 10?

You can use MS SQL Server 2014 SP2 with Dinesat 10, but you will have some difficulties at installation process.
